The controls tab makes things much easier. IMO the tabs should be less rounded and/or have more padding around the text. Other than that though, I love it.
I'm currently looking at making a skin for a terrain uploaded from the archives. Can I just release a skinzip for it or will I need to re-release the whole thing? Also, will I need to get permission for this? I've only skinned vehicles/loads before so this is new territory for me.

I'm toying with the idea of building a RoRNet protocol implementation for Node.js, however I can't find any documentation on the protocol itself. Have I simply missed something or does it not exist? I would read the code, but seeing as I am not proficient in C++ this would most likely be a waste...
You should be able to modify vehicle lights (a.k.a flares) via the .truck file. This guide should help you to do that: https://docs.rigsofrods.org/vehicle-creation/flares.
