Why are ALL cars from here slowly becoming illegal?

Okay, I get it, some mods can be illegal, but WHY ARE CARS THAT WHERE LEGAL SO Suddenly ILLEGAL ??? For example, Audi RS4 with AUDI RS PACK or Citroen ZX which is legal. Is this a game bug or is it a bug of version 2020.01 ???

I've seen the same issue with the di sportster, since 2021.02 was released it was banned in multiplayer along with a few other vehicles that are on the repo
