Ok. You know how to make 3D ? Make flares ? Make it deform ? If you know all this things, it shouldn't be complicated for you.
 
i can somewhat 3d model, just really low poly, tho i might be able to use subsurf modifier to make it more high poly

and also it's much better to make a rigid car first before trying to make it deformable, plus you'd need the car to be around 4-5 nodes wide instead of 2 to have good deformation
 
You do what you want.
I wanted to make it too complicated without having any experience, as I said, I won't bother with it anymore until I know how to make a good mod.
