I downloaded it twice, on different drives. What happens is I open the EXE, then the blue loading circle appears next to my cursor for a few seconds, then it just disappears. No GUI, black screen, or anything.

Probably this causes the issue, can you post your plugins.cfg file? Should be in D:\Rigs of Rods\
