Unless you feel like modifying /Documents/Rigs of Rods 0.4/config/input.map so as to accommodate your lack of a numpad, your best option is to buy an external numpad.

Weather is setup by using a custom Caelum sky config, set by the CaelumConfigFileline in the .terrn2: https://docs.rigsofrods.org/terrain-creation/terrn2-subsystem/#terrain-2-terrn2-file-format

Have a look at a terrain's *.os file for an understanding of how it works.
