Verniocity: Flooded!

The alternate Verniocity Flooded terrain by Scania970 has now been converted to 0.4+ and added as an update. The entire city has been covered with water; a lot of objects were destroyed in the flood, and many things like trees and bus stops are now displaced across the map.
