Unsolved winches windows 8.1

Hi i'm trying to connect cars to a winch but for some reason it will not allow me to, any idea to why this could be happening ?

Give me an example of one. Most vehicles require you to press L or O to lock the winch, and others (such as NegIce's content) uses a special command.
