I like Editizer more, because of the ability to edit shocks, hydros, and wheels in the program, the UI is better in Editizer, but it does not work with newer truck sections, and has no ability rotate or scale.

It's not that it does not work, it just has a problem were it freezes in the menu every time.

Version 0.16 is from 2005, and is the oldest version I could find a download link. Sadly it does not work on my computer. 😭

I found tracks/flatdaffwheelface in an older version(RoR-0.16), but I did not get it to work yet.

The green one is missing tracks/flatdaffwheelface and tracks/flatdafwheelband for the wheels, I am unable to find those textures. The seccond one does not come with a texture, but I found a texture might be it, I have not got it to work yet.
