By the look of it, you didn't attach the trailer on the truck.

The default button to attach the trailer is L.
If you want to raise up the trailer's legs, use CTRL + T to see what key has been assigned to the trailer's legs.

Also, wrong board. If you have any questions regarding any mods, use the "Content Support" board.

he is locked
when you put weight on it it falls

This is a known problem with that trailer. I've applied the "Outdated" prefix to the file until it gets fixed.

There's nothing you can do. The trailer N/B needs to be updated to fix the issue.
