Can other players see my skin in-game without downloading it?

Hey, quick question. Supposing I made a skin for a vehicle and I used that skin on Multiplayer, Will other players be able to see my skin, or would they have to download it to see it?

They will only see the skins they have. They would have to download it for all i know.
