Snow in Penguinville

when i try loading up penguinville with falling snow, there's no falling snow. can anyone help?

Ok i know Fili86RaceFace, but it just won't load in. The snow effect on screen.

Also make sure Caelum sky is enabled in settings, Sandstorm and SkyX doesn't support precipitation.
